Situation

Weeks of monsoon rain and successive tropical cyclones have driven a widening flood emergency across the Philippines. The Department of Social Welfare and Development reported on 5 September that 10,192,832 people from 2,915,846 families had been affected across 6,873 barangays in 11 regions. The emergency began after a low-pressure system brought flash flooding to Zamboanga City on 30 July, before Tropical Depression Luis, Tropical Storm Maymay, Tropical Depression Neneng and Tropical Depression Pilandok compounded rainfall, flooding, strong winds and dangerous sea conditions across Luzon, the Visayas and parts of Mindanao.

Displacement remains substantial. DSWD recorded 166,300 people from 44,862 families still away from home: 62,314 people were sheltering in 807 evacuation centres, while 103,986 were staying with relatives or friends. Authorities also reported 4,476 damaged houses, including 585 destroyed and 3,891 partially damaged. ReliefWeb's disaster overview, drawing on the national disaster agency's 30 August situation report, recorded 32 deaths and 17 injuries; those casualty figures remain provisional and pre-date the latest DSWD population update.

Government agencies, local authorities and humanitarian partners are continuing food, shelter and protection support. DSWD said assistance delivered to affected families had reached ₱2.20 billion, including ₱2.03 billion from the department, while more than 3.31 million family food packs and other relief stocks remained available across national and field warehouses. Recent distributions included food packs, hygiene kits, sleeping kits and modular tents in affected areas of Ilocos Sur, Pangasinan, La Union, Laguna, Rizal, Cavite and Batangas. Needs and figures may change as floodwaters recede, families return and assessments are reconciled.
