Weeks of monsoon rain and successive tropical cyclones have driven a widening flood emergency across the Philippines. DSWD DROMIC Report 99, timestamped 23 September 2026 at 18:00 PHT, recorded 10,836,937 affected people across 7,084 barangays.
The latest report recorded 74,157 people still displaced: 20,595 in 304 evacuation centres and 53,562 staying outside centres. Authorities recorded 4,766 damaged houses, comprising 659 totally damaged and 4,107 partially damaged. Compared with the unpublished Report 98 observation on 22 September, total displacement declined by 5,312 people and the population inside centres declined by 4,150. These changes are treated as evolving returns, status and assessment reconciliation, not a precise count of needs resolved. The increase of 82 damaged houses is a genuine infrastructure revision.
Reports 98, 97 and 96 remain preserved in the evidence history rather than being overwritten. Report 98 recorded 10,836,936 affected, 79,469 displaced, 24,745 in 330 centres, 54,724 outside and 4,684 damaged houses. ReliefWeb's disaster overview recorded 32 deaths and 17 injuries from an earlier national situation report; those casualty figures pre-date the latest DSWD population update.
