Situation

A long-running drought has left a broad belt of Europe under an Orange GDACS alert after months of pressure on farmland and water supplies. The event began on 21 December 2025 and its latest assessment covers 29 countries, from Ireland and Spain across central and eastern Europe to Ukraine and Russia.

GDACS estimates that medium agricultural-drought impacts extend across roughly 1.76 million square kilometres. That is the area of land flagged by the drought model, not a count of people affected, and no reliable total for deaths, displacement or people needing assistance is attached to this alert.

The wider humanitarian concern is the timing. Ukraine remains one of the world's major grain and oilseed producers and has long been an important supplier for World Food Programme operations serving Africa and the Middle East. The war continues to restrict access to farmland and damage transport, storage and export capacity. FAO forecasts Ukrainian cereal exports in 2025/26 at about 40 million tonnes, around 20 per cent below the previous year, while a separate FAO and WFP assessment warns that damaged storage and disrupted Black Sea export flows could leave an 11 million-tonne storage gap by November 2026.

Drought pressure across the rest of Europe reduces the spare capacity available to compensate for disruption in Ukraine. That does not prove that aid agencies will face a fixed shortfall, but it increases the risk of tighter grain availability and higher procurement costs for emergency food assistance, including relief operations and community kitchens in import-dependent parts of Africa and the Middle East. WFP says competitively priced Ukrainian wheat, vegetable oil and peas have made the country one of its largest food suppliers, so pressure on both Ukrainian exports and European harvests matters well beyond Europe.

The latest event window ended on 1 October 2026 and GDACS now marks the episode as no longer current. The Orange classification remains important as a record of the drought's scale and the pressure experienced across a large part of Europe's agricultural landscape.
